The USAID RDMA and Training Centre is located in the Athenee Tower, where EEC Lincolne Scott designed the M&E services for the development up to schematic design stage as part of the design and construct project.

As part of the base building delivery, office tenant facilities including variable air volume air conditioning system, pre-cooled fresh air for better comfort and humidity control, 24 hour condenser water cooling system for server rooms, provision for after-hours air conditioning, raised floor throughout all high zone tenancies for cabling, extensive security system, provision for tenants to provide their own pantries and toilets, standby power, provision for flagship tenants to provide their own standby generator.

The USAID fit out was delivered in two separate stages, both stages with its own LEED certification application.
The first stage involved 4,500 m2 of full fit out over 3 levels. This included open plan work space and meeting rooms.

The second stage involved 1,500 m2 of part office space, and part specialised training space for USAID.

In both stages, EEC Lincolne Scott was responsible for the efficient lighting design, which consumes 15% less electricity than a standard practice design and occupancy sensing minimised electricity consumption. Integration with day lighting and sensors was also employed to reduce electricity consumption from lighting.

Improved indoor air quality was also achieved with increased ventilation rates, and indoor chemical and pollution source control through the specification of high efficiency MERV filters and outdoor air delivery monitoring.

Additional occupancy control was provided for the air-conditioning system to maximise occupant thermal comfort.

The USAID fit out achieved LEED Silver and LEED Gold for the first and second stages, respectively.
